Before this, value of joy_device config parameter (-devjoy in command
line) was ignored. After this, this parameter will take an integer value
and will be used as the device_index argument of SDL_JoystickOpen().
This also removes obsolete doc/README.joystick.
- Use _wfopen on Windows, to avoid garbled filenames.
- The -savekanji option is removed. Now character encoding of file paths
is assumed to be UTF-8 on non-windows.
- On all platforms, data files are also searched for in current
directory.
