Enable the hack in Rance4v2 recompiled with System3.9

Browse Source 
The System3.9 compiler compiles `MT` command to `0x2F28`, so the hack
must be enabled in commands2F28().

Fixes https://github.com/kichikuou/xsystem35-sdl2/issues/36.
