Add --outfile file output and --torrc output format
...
`--torrc` format prints the lines starting with "Bridge" prefix,
and also prints "UseBridge 1" in the end of the relay list.
This is useful when bridges are stored in an external file
which is %include'd into the torrc Tor configuration.
