When `--url` parameter is used, the data is downloaded from the
supplied domain and not from onionoo.torproject.org

ValdikSS 98e48a3aa9 Add --outfile file output and --torrc output format 
`--torrc` format prints the lines starting with "Bridge" prefix,
and also prints "UseBridge 1" in the end of the relay list.

This is useful when bridges are stored in an external file
which is %include'd into the torrc Tor configuration.

* remove TIMEOUT constant
