888be1df7c6f962725a28a172a5394eec3e228e7 ab0549b7a4 build: don't hardcode cross-toolchain path

It doesn't seem to be needed, and this makes the build work for
environments where MinGW-w64 cross-toolchains get installed someplace
else (e.g. macOS with Homebrew to /usr/local).

Segatools

Quick start on a Linux build host:

# Install Meson and a recent build of MinGW-w64, then:

$ meson --cross cross-build-32.txt _build32
$ ninja -C _build32
$ meson --cross cross-build-64.txt
$ ninja -C _build64

Building on MSYS2 is also possible; consult Meson documentation for details.
