GRIM657 79b9350cd5 feat: CG IIDX API import method (#1715 )

* wip

* yay no errors

* refactor a bit, support ghostGauge

* missCount is null from the api, not -1, if player died

* improve ghostGuage parsing

* add tests

* I knew I was missing something with nullable misscount

* add new import methods to .env.example

Tachi-Server

Tachi-Server is the backend for Tachi.

What's it do?

Hosts an express backend server.
Opens a public API on /api.
Supports various IR frameworks under /ir
Powers a ridiculously overengineered score import framework.
