* [maimaidx] Update to CiRCLE

This reverts commit 518ba0f2e2.
I forgot that modifying imported score data is a brittle and multi-step
process. I think we're kinda just screwed here.
* update to new rg-stats, and have validation rules for clears
* deps: update rg-stats to 1.2.1
* properly fix invalid scores
* seeds: Update seeds to 2026/01/30
* fix: ProcessPBs updates chart rankings already
* recalculate AP scores for maimai DX CiRCLE
