fix: defer discord transport submissions if we get 429d
...
This was giving us brownout problems. When we tried to restart all of
our things, only some of them would connect to discord. The rest
would be 429d, and not boot.
This stopped us from firing up score workers, amusingly.

EMERG: Clean up score import jobs after they are ran.
...
WHY IS THIS NOT THE DEFAULT???
We've been shredding our servers disk and generally getting into
trouble by having redis infinitely balloon up score imports
and then writing them to disk for backup.
we were writing upwards of 200Mbit/s.
Goddamnit bull.
