kichikuou 1ad7cbb2c5 Fix array.Alloc(negative number) 
array.Alloc(negative number) should create an empty array.

This fixes crash in C_HOSPITAL_ABILITY_SWITCH_PADDING::Create() in
Pastel Chime 3.
