Nunuhara Cabbage baae8f5237 Document Windows FFmpeg build, etc. 
Statically link FFmpeg on Windows. This requires building a slimmed-down
version of FFmpeg from source. The build process is documented in the
README.

Also add ffmpeg dependency to the nix flake.

Nunuhara Cabbage 0e18f69cbf build: require meson >= 0.59 and cglm >= 0.8.3 
get_option('<option>').allowed() requires meson >= 0.59.

glm_quat_nlerp requres cglm >= 0.8.3.
