Implement DataFile HLL library
It provides access to data tables in *DA.ald, and is used in Big Bang Age. mt19937int.c is the first standard version of Mersenne Twister, downloaded from http://www.math.sci.hiroshima-u.ac.jp/m-mat/MT/VERSIONS/C-LANG/ver980409.html.
