More minor API improvements.

- Revert batching for
  WinDivertHelperCalcChecksums().
  All non-ParsePacket helper functions support a
  single packet only.  This is much simpler.
- WinDivertHelperCalcChecksums() now returns a
  simple BOOL.
- More WinDivertHelper*() functions set the error
  code.
