score saver: add proper all-time percentage and modifier saving, show modifiers in song list, initialise all possible high score slots at startup
...
WARNING: BACKUP YOUR SCORES.INI BEFORE USING THIS IN CASE THERE'S BUGS
also, game startup is now somewhat slower (~5-10s)... not sure if there's much that can be done without changing how this works again

should probably replace a bunch of ints with UINTs to do less range checks, but meh lol
